Which law stipulated that when the Land Titles expire, the buildings must be reconstructed then is only entitled to renew the Land Titles?
According to a newspaper report on 22 Nov 2006, CM expressed, he was informed that a group of merchants from Miri High Street wanted to renew their land titles urgently. He told Dr Chan副首長陳康南 that unless these commercial shops have been reconstructed, otherwise, he will not authorise them to renew the land titles.
Fong Pau Teck now questioned which land law in Sarawak State stipulated that the title of buildings which almost expiry need to be reconstructed then only are allowed to renew the land titles deed. The CM act is actually outside the law. In other words, the owners are forced to accept the plan of the reconstruction for their commercial shops helplessly. These shops had been constructed at the year of 1950s, until now still have not reached the 60 years of expiration. The city council should publish all financial report in order to prove that the government did not spend extravagantly, and then only entitle to levy more tax from the people. Miri residents have the full right to know how the taxes they paid had been used. People also must render their bigger support to the frontier party; only the powerful frontier party has the ability to contend with the strongly bossy government who always exploits the people as well as to criticise on all unreasonable policies.

房保德質疑目前砂州的那一條土地法令規定,即將到期建築物須要重新修建方可獲准更新土地地契。首長此舉無非是法外立法,換句話說,大街的業主是迫於無奈接受重建商店的計劃。這些商店建於1950年代,至今仍未屆滿60年,如果按照和接受這樣的邏輯,每逢地契即將到期的產業都必須接受重建計劃。從資料中顯示,翻新工程的費用估計約18萬令吉到20萬令吉,這是目前的物價,六十年後通貨膨脹,到時更要花上比現在更多好幾倍的建築費。
根據沈福源在31/10/06的新聞中指出,角頭間店屋的更新費16萬令吉,中間店屋為13萬令吉。沈褔源更進一步贊揚和感謝首席部長泰益瑪目的開明和支持。他也特别提到在副首長陳康南的争取下,豁免每間店屋2樓改為商業用途須繳交的4萬5仟令吉泊車位費用。那些在未來地契年限將至的業主須把這個數目預算在內,否則屆時如没有像大街那些業主般幸運和預算不足的話,則業主的那些產業可就難保。
重建後的大街商店業主,須因為二樓改為商業用途及建築物增值而須繳付更高的門牌稅。為了能延長地契年限,業主唯有無奈接受。這是國陣政府以潛移默化的方式進行逐步和分階段調高門牌稅的做法。
根據23/12/06的新聞報導,美里在2007年約有5500間的業主將接獲市政局所發出的新的門牌稅收費,可能必須繳交更高的稅務,理由是這些產業進行進行了擴建、改建和更換建築材料。這是第二階段逐步提高本市門牌稅的做法。
當原油價格高漲時期,國陣政府不提從中獲取的高利潤,却表示承擔了高額的燃油津貼,今天原油價格已經下跌至50美元左右,政府却無意調低燃油價格。這一切說明國陣政府的揮霍無度和貪官污吏的横行己使到國庫空虛。國陣政府須努力向人民征收高稅以填補赤字。
市政局須公布所有的財務報告,以証明沒有揮霍無度,才可向人民征收更多的稅務。美里市民有絕對的權利知道他們所繳納的稅務用在什麼地方。人民也必須給予在野黨更大的支持,只有強大的在野黨才有能力抗衡一個強大專横剝削人民的政府,對一切不合理的政策批判。
