Currently, Miri has 27 local councillors, if the 27 councillors really cared about the people’s aspiration, a trifling drainage cover won’t turn me to take photos! Fong said that to the views of the 6 councillors who aimed at him directly.

Today, he gave another illustration that it is worst if the local councillors are not elected by the people. Since the construction of Permyjaya had been completed, street lights are still not fixed to certain area up to the present time. Whenever election time is near and YB comes to shake hand, the local inhabitant had already reflected the problem several times, but after election nothing to be done.

Fong wants to interrogate the 6 city councillors, 許聿全、涂慶福、邱全平、江山河、楊家生和李素霞 several questions. To see whether the 6 city councillors are able to answer these questions precisely?

1. How long had the construction in Permyjaya been completed?

2. The houses there had already been completely built for long, which of the 27 city councillors know that street lights have not been fixed there?

3. Do any one of you know the exact location which the street lights have not been fixed?

4. How long time will it still need to take to fix the street lights?

Fong called upon all the Miri residents to keep eyes open on these problems together.

“美里目前有27位議員，如果這27議員真的有去關心民瘼的話，區區一個水溝蓋就輪不到我房保德去拍照囉！”房保德針對6市議員炮轟的言論如此說。

今天他又提出了一個例證，地方議員不民選真的是不行。自從Permyjaya的屋子建好之後，有一處到現在為止一直都沒路燈。每當大選將近時YB來握手，附近居民已經向當地的YB反映好幾次了，可是都沒下文。

房保德現要質問那6位市議員，許聿全、涂慶福、邱全平、江山河、楊家生和李素霞幾個問題。看看這幾位市議員誰能夠回答這些問題？

2. 那兒屋子建好了這麼久，沒路燈你們這27位市議員有誰知道嗎？

3. 那沒路燈的地點在哪裡知道嗎？

4. 做那路燈還須要需花多久的時間？

房保德呼籲全美里的市民張大眼睛一起來關注這些問題。

According to the local residents, Permyjaya, lane 4－7, the drainage cover had been stolen one year ago. Since there are 27 councillors in the city council, each area are adopted by difference city councillors. A drainage cover had lost for a year, why not even one of the councillors came out to help them to voice out?

In accordance with the bombarded made by the Miri City councillors, “city councillors are not entitled to receive any salary, they can only obtain a subsidy of RM50 for each meeting, not more than 7 times a month for the maximum total of RM350. In addition, city councillor has to care about his /her own work, family, association and political party, may say doing several things at the same time are lack of techniques”.

Fong said, because of these, you have your own work, family, association and political party, you are lack of techniques and turned out to be helpless in serving the people. Therefore, we as general public deemed that local councilors should be elected by the people, we then only can choose a capable and zealous councilors to serve the people well.

Fong pointed out that not only in Miri but also other place, a lot of the city councillors take the government project, use the post of him/herself as a councillor to obtain individual related benefit, this is a fact which is well-known by the public. Whereas some city councillors are the big employer/boss, or take the post of the high executive level who entitles for high salary in certain organisation, should they care about the only RM350? Many city councillors just want to hang a title "councillor " for themselves only, How many local councillors really want to serve and contribute him/herself to work as a councillor? Presently, city councillors are used as the tool in which the ruler party used a reward for those who angkat kaki for the party. This has totally lost the value to be as a local councillor.

Local council should belong to all of the people, but not for certain political parties, Today’s city council is just like Supp’s or BN city council, only the members of Supp, BN are allowed to become the councillors. Fong interrogates the city council about the assessment fees from non Supp’s and BN supporter, won’t you accept their payment? Taxes are collected from all the people, then, why can’t the city councillors be elected by the people too? Let all the capable people, regardless of any political parties can be elected as the councillor to supervise the operation of the local parliament, and to eradicate all the corrupt practices?

根據當地居民說，在迫邁再也4-7巷的巷口的水溝蓋，已經被偷有一年時間了。既然市政局有27位議員，每個地區都有市議員領養，那為何一個水溝蓋丟了一年了，為何沒有一位議員出來幫助他們講話？

針對美里市議員集體砲轟的文告指，“市議員沒有薪水可領，僅能獲得開會津貼每次50令吉，每月不超過七次350令吉。此外，市議員也有本身的工作、家庭、社團和政黨要關心，可說分身乏術”。

房保德說：“就是因為如此，你們有本身的工作、家庭、社團和政黨，已經讓你們分身乏術無能為力為民服務了。所以我們才認為地方議員需要民選，才能選出能幹、不會分身乏術，有時間和熱忱為民服務的議員來。”

房保德則指出在全砂有許多市議員拿工程，利用市議員職務之便得到個人的相關利益，己經是一個眾所周知的事實了。有些市議員本身則為大老板，或在某些機構出任高職領高薪，這些市議員怎麼會把區區350令吉放在眼裡？也有很多市議員只是要掛個“市議員”的名堂而已，有多少個地方議員真真的是為了要為地方服務而當議員的？現在的市議員都被用來作為酬庸的工具，己經失去了地方議員的意義了！

地方議會應是屬於全民的議會，而不是某個政黨或某些政黨的。今天的市政局就好像是人聯黨國陣的市政局一樣，只有人聯黨國陣的人才可以當議員。房保德質問市政局非人聯黨國陣人民的門牌稅，你就不收了嗎？收稅就懂得向全民來收，那為何市議員就不可以由全民來選，讓所有有能力的人，不分黨派的都可以來當議員？來監督地方議會的運作，以杜絕貪污濫權？

Rain has turned Miri into water land in many places; some areas were still drenched even though the weather turned sunny.

The picture showed that the ponding places found at the junction in front of certain shops in Dudan(杜當) area. Many areas in Dudan(杜當) still occurred the similar situation.

DAP Miri branch chairman, Fong Pau Teck called upon the authorities concerned, the contractors as well as the management in city council, to pay more attention on this.

Mr Fong also pointed out that the main reason to cause that situation is because of the local councillors was not elected by the people, the city councillors only know how to take projects and did not how to pay attentive attention to the populace′s problems, from here, we may foresee the important of Public Election of our local council.

The senior members of DAP Miri would like to thank the advise given from Mr Chong (張官發) ex-comrade, Mr Chong (張官發) pointed out in his press statement, DAP competed for the Miri Parliament seat lost steadily during last 25 years. In 2004, DAP Miri even because of the candidate’s problem “offer” the seat out. Even if in 1999 the parliament election sent out the super-heavyweight candidate Doctor Yii (易修祺) still turned over disappointedly. Mr Chong ( 張官發) pointed out, 1990 and 1999, the 2 sessions of election were recognised to be the most advantageous election for the frontier party, and also simultaneously appeared the most competent candidate, DAP was still unable to break through 30% of obtainable votes, therefore, this party should propose an even competent candidate….

The senior members of DAP Miri has some doubts, did not know whether ex-comrade Mr Chong has turned old or memories declined? or has he suffered from Dementia? Anyway, all our present senior comrades still want to remind Mr Chong, the ex-old comrade, remembered that you had been a DAP’s candidate representing the state election in 1987, you obtained 3 figures “high number of vote” 254 votes, you really let the people feel extremely admired! Because you marched forward courageously, you not only became DAP Miri’s branch chairman in 90′s, you became the Sarawak state DAP′s vice-chairman from 1992 to 1994, you were prestige enough by that years! DAP Miri in those 10 to 20 over years lost steadily under your “wise” leadership. Obviously, you are really “good” in leading! With your “good” leadership within those so many years, after you led us to “Holland”, you turned to a “Frog Prince” and jumped onto the ship of PKR, hope you won’t lead this ship to “Holland” again. Within these years, your performance in DAP Miri, your images that Miri people stamped in their mind are “still very clear”, moreover, you should “read” your own heart “well”.

In 1999 parliament election, super-heavyweight candidate Doctor Yii (易修祺) turned over disappointedly, really had to give “credit” to you as a “super duper heavyweight election campaign in charge” for the election campaign in Miri constituency, remembered at that time Doctor Yii shared with some of our comrades that he had thrown a house away, but we saw you at that time with “completely full” in both pockets, the fullness pockets almost made you hard to move your steps forward, hahaha! Do you still remember those amusing thing years ago? Who was the person who hanged in on the stool and didn’t want to shit? What was your performance and what had you done during those ten over years when you were leading DAP in Miri? Miri people had witnessed everything.

DAP was unable to break through 30% of the obtainable votes at the golden age, because there was a “devil” in DAP Miri, how could we break through the evil curse? We can see and prove by taking a look at last year state election, our present chairman Fong Pau Teck obtained 5123 votes in one constituency, but to add the votes together from the two candidates of the two constituencies from your party, still cannot compare with the individual result obtained from our present chairman PT Fong. We wonder whether the evil curse had been brought by the king devil to your party, or that might due to the two candidates are originally “skinny bones”, to add the weights of the two persons, the component still cannot compare with our present chairman Fong.

Mr Chong, our ex-comrade, we as human beings supposed to act honestly, you mentioned that DAP Miri “offered out” the parliamentary seat in 2004, but you did not say that finally who had “sold out” this parliamentary seat , and let Mr Chan(陳華貴) won uncontested.

Ex-comrade Mr Chong, we being the human being who drink the water must know where the water come from. Please be honest and not to speak boast. We should be loyal and devoted good services to the people, moreover, be a responsible man, not to shirk the responsibilities. Fortunately, DAP Miri had not been destroyed almost by you; this is because of the fully sustainable support from all of our senior comrades here! Finally we hope that you become a good person after you had jumped to the ship of PKR, otherwise, PKR had a friend like you, PKR will not need other enemies any more!

民主行動黨美里支部老黨員們要感謝張官發老前同志的指教，張官發在其文告中指出，行動黨競逐美里國會議席25年以來屢戰屢敗，2004年甚至因為候選人難產而將議席 “出讓”。即使1999年國會大選派出超重量級候選人易修祺醫生仍然鎩羽而歸。張官發更指出，在1990及1999兩屆被公認為最有利於在野黨的大選，且同時出現最具份量候選人的時機，行動黨尚且無法突破30%得票率魔咒，因此該黨應該提出更具份量的候選人…

同為行動黨美里支部的一群老黨員感到疑惑，不知張老前同志是年老了記憶衰退？還是患了老年痴呆症？但無論如何我們這些前老同志還是要在這裡提醒張前同志，記得你在1987年州選時當上民主行動黨候選人，你的得了3位數的 “高” 票254票，你真讓人感到非常欽佩呀！因為你還勇往直前，不但在90年代開始你當上了美里支部主席，你更是在1992年到1994年當上全砂行動黨的副主席，當年的你可說風光非常呀！美里行動黨二十幾年以來在你 “英明” 的領導之下的屢戰屢敗，可見你真的領導 “有” 方呀！在你領導 “有” 方這麼多年把我們帶到 “荷蘭” 之後，你又變成了 “青蛙王子” 一跳又跳到了公正黨的船上了，希望你別又把這船再次開到“荷蘭”了。這些年來你在美里行動黨的表現，你在美里人民的心目中可說大家都 “心知肚明”，而且你自己也 “心理” 也非常 “有數”。

1999年國會大選超重量級候選人易修祺醫生鎩羽而歸，還真的要歸功於你這位當時行動黨美里國會候區的 “超重量級”的 “競選行動主任”，記得當時易醫生跟我們這些同志說他把一間房子都丟了，但我們却看到你當時那兩個 “褲袋” “滿滿”，走路差點都走不動了，哈哈！不知這些陳年趣事你還可記得？當時那 “芧坑” 不知是被誰霸著却又拉不出屎來？你領導行動黨美里支部十幾二十年以來有什麼表現？美里人民有目共睹！

行動黨在當時有利時機尚無法突破30%得票率魔咒，那是因為當時行動黨裡有個 “魔頭” 在，怎麼能突破魔咒呢？我們可看一看去年的州選就知道了，我們現任主席房保德一個選區得票5123票，而貴黨兩位候選人兩個選區得票相加，還不如我們現任主席房保德一個人那麼多。不知是那魔咒已被魔頭帶到貴黨了，還是貴黨那兩位選候人 “瘦骨如柴”，兩人重量相加，份量還不如我們現任支部主席房保德？

張前同志我們做人應該老實點，你說2004年行動黨將美里國席 “出讓”，但你沒說這個國席最後被誰給 “出賣” 了，而讓陳華貴不勞而獲？

美里治安敗壞，警方真的束手無策？
The crime rising in Miri, The police are at the wits end﹗

The crime in Miri is rising dramatically, are the police really at their wits end?On the 15th this month, robbery again happened in a sumptuous mansion, 6 masked bandits with 2 guns and long knives, subdued the security guides, looted few hundred thousand of the mansion belongings and fled without a trace, after the owner of the house escaped from the tie up, he called the hotline of the police station at once, but no one received the call for about ten minutes, this incident had caused all people panic-stricken.

The newspapers had published several incidents regarding the stolen of the shop houses′ electric cables, the residents had made reports but the police didn’t even reach the scene to have a look.

Some residents complained, reporting case in police station is always time-consuming, the police only emphatically to make a record and they refused to take down the details or process of the case happened and the loss occurred as well as refused to write down the suspect which were told by the victim during the time of reporting, unless the victim intended to ask for compensation from the insurance company, if not, most of them chose not to report the case.

Even Miri Supp youth wind also showed concern to the criminal cases which occurred repeatedly in Miri, he thought the patrol police should not only ban the traffic violators, these work should be handed over to the traffic enforcement group to carry out, the patrol police supposed to pay great attention on the work of banning the criminal offense. He called upon the concerned authority to enforce the law in banning the sunglasses vehicles owners in order to prevent from the criminal cases happen repeatedly.

The MP of Bintulu hoped that the police can solve the cases through the clues which are provided by the suspect, but not to simply give a perfunctory explanation to the people. In some cases, the arrested suspect can be bailed out to wait for the trial, finally due to the insufficient of evidences, or just because of a small pinch of the police have little knowledge about the law, legal technical faults appear and make the suspects remain out of the law′s reach. In accordance with the banned munitions flow to the evil men, this MP expressed his disappointment on the Special Branch of the Police Headquarter in Sarawak and the custom department, because the similar cases had demonstrated that these departments lacked of sensitiveness toward the munitions circulation in the black market. He called upon the custom department to investigate thoroughly the officials to see whether they involve in collusion with any illegal parties. He also hoped that the Ministry of BPR not to deal cases with standing and waiting the bird to come manners, and time after time if there is no one reports and no action to be taken. The concerned department should take the move proactively. He also criticised that a small pinch of police guarded slackly did not check attentively on the roadblock.

There are only 2 directions for the external liaison paths in Miri, one leads to Brunei and the other leads to Bintulu. Need to pass through a checkpoint before passing through the roadway to Brunei, bandits usually will not choose to escape through this direction. Therefore, if the police set up a checkpoint along the coastal highway and the Miri-Bintulu road, inspect strictly for all the suspicious vehicles, this can prevent the bandits to run away toward another town effectively to avoid the capture of the police, thus, this can reduce the probability for the bandits to commit a crime in Miri, even after they did, they are still difficult to run away from Miri, and police may come in with “a jar to seize the turtles”.

In fact, the checkpoint which was set up by the police along Miri - Bintulu Road and occasionally the road check along the coastal highway, as if they are unable to develop fully effectiveness. The plunderage of a sumptuous mansion happened not long ago and a case of car robbery, due to the broken down of the 4 wheel drive , the bandits left it on the roadside which is not far from the Batu Nian town, cases like car stealing, car robbery and the plunderage of the sumptuous mansion still happen repeatedly in Miri. On 12 Dec 2007, Timbalan Ketua Polis Negara Dato Mohd Najib disclosed, a small pinch of the police in the police, colluded with the illegal group, ruined the prestige and the image of the police.

We may see criminal cases happen incessantly from the newspaper reported every day. The increasing of the crime rate has caused restlessness in people. The government should take quick action to set up the independent investigation committee. First to reconstruct the law enforcement department such as the police force and the BPR (Badan Pencegah Rasuah), so as to uncover the government servants who involve in abusing of the power as well as who involve in corrupt practice, then to assure the law enforcement departments operate effectively so as to achieve maximum efficiency in tackling criminal cases, instead of relying completely on the present malpractice of the law enforcement department to improve the public security!

本月15日美里又發生一宗持槍洗劫豪宅案，6名蒙面槍匪手持2槍和長刀，制服保安，洗劫豪宅財物數萬元後遁逃無踪，屋主脫綁後便第一時間致電警方，可是警局熱線電話却響了十分鐘沒人接聽，這案件己經使得人心惶惶。

報章也數度報導店屋電纜被盜的事件，市民報案但警察却沒到現場的新聞。

有些市民投訴，前往報案費時費事，在報案時警方只著重在做紀錄上，案發的經過和損失却拒絕在報案書裡記錄下事主所說的涉嫌人士。如有關市民並非為了向保險公司索賠，多數不會選擇報案。
就連美里人聯青年團也對頻頻發生的罪案表示擔憂他認為巡邏警不應只取締違反交通者，這些工作應交由交通執法組去做，而巡邏警察則應注重於刑事犯罪的取締工作，他呼籲有關當局應該執法取締墨鏡車主，防止罪案的頻頻發生。

民都魯的國會議員更希望警方通過嫌犯提供的線索破案，而不要給予人民事後敷衍塞責，有的案件所逮捕的嫌犯得以保外候审，最終又面對証據不足，更或是警方因為小撮警務人員不偣法律程序、出現法律技術失誤而又讓嫌犯消遙法外。針對禁制的軍火流入不法之徒手中，這位國會議員對砂州警察總部的政治部，海關部門表示失望，因為類似案件已顯示該部門對黑市軍火的流通缺乏敏感度。他呼籲海關部門，徹查官員是否涉及貪污或與不法分子勾結。他也希望我國的反貪污局不要“以靜制動”的方式來應對，而且一貫式的表示若無人報案，該部就不能採取任何行動。他也咸認為一小撮警員在路障臨檢時不認真及戒備鬆懈。

美里對外連絡道路只有兩個方向，一是通往汶萊而另一則是通往民都魯。通過汶萊的道路需要通過關卡，匪徒在幹案後通常不會選擇從這個方向逃遁。因此，如果警方在沿海大道和美民公路設立檢查站，嚴格檢查來往的可疑車輛，可有效阻止匪徒在幹案後逃往他省，來避開美里警方的追捕，從而減少匪徒選擇在美里幹案的機率，或即使幹案後也難逃離美里，警方便可以來個瓮中捉鱉。

實際上，警方在美民公路設立的檢查站和偶爾在沿海大道的路檢，似乎並無法發揮很大的作用。不久前發生的劫豪宅搶車案中的四驅車由於發生故障而被匪徒棄置在離石山鎮不遠的路邊，美里仍然頻頻發生偷車、搶車、劫豪宅的罪案。

大馬副總警長拿督納吉更於12/02/07的揭露，警隊中的一小撮害群之馬，居然與外頭的非法集團互相勾結，造成警隊聲譽與形象損毀。

在報章上每天都可以看到層出不窮的罪案發生，本區治安的的敗壞已經引起許多人民的不安。政府應該要盡快著手設立獨立調查委員會，先從整頓執法部門如警隊和反貪污局著手，以揪出各方涉及貪污濫權的公僕，確保執法部門有效的運作才能以最高的效率來打擊罪案。而不是全然倚賴目前內部充斥弊端的執法部門來改善治安！

Sarawak State Sesco has earned huge profit each year, especially the electrical rate in Sarawak State is considered the most expensive in the whole Malaysia, therefore, Sesco has no reason to Hike.

BN government should make clear explanation to people the reason why such profitable company that the state cabinet still agreed to let it has Traffic Hike. After all, what is the relationship between Sesco and the BN government at present?
In a long run, traffic Hike causes the increasing cost in any industry as well, finally, the increasing cost will certainly be transferred back to the consumers.

Although the authority said that 90% of the families users will not be effected, but let’s try to have a look at the current electrical usages situation, at present, the industry electricity amount used is 41% of the total consumption, whereas commercial electricity consumes 32%. Traffic Hike on more than 70% of the industry and commerce users, at last this will transfer indirectly to the consumers. Regarding to the inflation nowadays, doubtlessly people are the one who suffer the weighty burden.

The medium and small scale industries will be the one which suffered most in this case , if Sarawak State lose these medium and small scale industries, the economical prospect of Sarawak State will turn gloomy, the unemployment rate will rise unceasingly, the society will then turn shaky and unstable.

Sarawak State BN government should have taken serious consideration thrice before the adjustment of the electrical tariff.

國陣政府應該向人民解釋為何如此賺錢的公司，州內閣還要通過讓它調高電費？目前砂州電力公司到底和國陣政府存在着什麼關係？

羊毛出在羊身上，電費起價後的所增加的成本增加，最後一定會轉價到消費者的身上。

雖然有關當局的說法是90幾巴仙的家庭用戶不會受到影響，但以目前的電流使用情況來看，目前工業電消耗量是總消耗量的41%，而商業電消耗32%。針對這70多巴仙的電流消耗的工商業使用者來起電費，到時將會間接轉移到消費者的身上，對於百物騰漲的今天無疑的將會給人民帶來沉重的負擔。

更嚴重的是有很多中小型的工商業因此受到打擊，砂州如果失去了這些中小型的工商業，砂州經濟前景暗淡，失業率會不斷上升，社會就會因此動盪不安。

砂州國陣政府在調整電費之前應該要三思而後行。
